The Tolerance Optimizer 
is used to achieve the desired quality with the largest (cheapest) tolerance ranges. This optimizer has no cost limit and attempts to reach the specified quality requirements while providing the minimum cost that can achieve that quality. The optimizer accepts measurement goal values based on the model spec limits and the tolerance costs and allowed ranges.
